Test steps:

1. Try to init each counter with random value twice, then try a few decrements.
2. Set each of the counters to random small value, then decrement to zero. Try decrement one more time after reaching 0 – should fail with UPDATE_ERROR.
3. Try to set all counters with known value and check that no counter was assigned wrong value.
